food prices began to drop while industry prices rose creating a problematic imbalance because peasants became reluctant to supply food in hope that prices would rise

the workers were better off under the NEP with a shorter working day and other social benefits, grain production increased and the fear of famine receded

the grain procurement crisis, unemployment persisted, by 1926 excess capacity in the factories had been used up, in the best years grain export was 1/4 of what it was in 1913, a mounting crime problem in the cities
