The British saw the development as a direct challenge to their nation and empire. The allainces Britian made with France and Russia were promted by fears of the German naval build up.

Why did the German naval buildup become a real threat to Britain in 1906?
Because the Germans began to build Dreadnoughts. These were a new kind of battleship that could easily destory the older types. Britain's naval supremecy depended on the older types. So Britain and Germany began a race to build the most Dreadnought.
