Why did the USA not trust the USSR?
The USA mistrusted the USSR as many felt that Stalin had betrayed the West by trying to form a nonaggression pact with Hitler before the Second World War. Both sides feared and hated the other’s form of government.

What was agreed to be the form of action taken against the Nazi criminals?
It was agreed that Nazi war criminals should be hunted down and punished. Countries that had been liberated (freed) from Nazi control would be able to hold free elections.
