Henry VIII was concerned about political stability therefore he created what?
The regency council was created, it was a balance between reformists led by Seymour (Duke of Somerset) and the catholics under Norfolk and Gardiner.

What evidence is there to suggest that a minor on the throne had previously not been a problem?
Henry III was 9 when he became king=civil war broke out however this was when he became of age. Henry VI was 8 months 1422 = rule witnessed war of the roses, however during the minority the country was rather stable.

Why were there concerns that a minor would create instability?
Could not lead an army into battle. Other states might look to exploit and attack. England might return to civil war. Unable to control factions. Concerns about his image- difficult to portray him as powerful.

Left space in the will for changes-details about the council were only added when henry was close to death and unable to prevent them.

Somersets rise to power was unsurprising as he was Edwards uncle and had built up a reputation as successful solider against Scotland. The transfer of power to him was smooth as there was good argument against the regency council.

There were 16 members of the regency council all had an qual voice therefore it was unlikely that any decisions would be reached.
