Initially, he had Cecil in the Commons to sooth their relationship. Generosity to his councillors. Came under influence of Robert Carr allowing him to marry Lady Frances Howard after declaring her previous marriage void - he came under criticism.

Union with Scotland
Sir Edwin Sandys took over the leadership of the Commons after Cecil was promoted to the House of lords, and he ruined James plan for a united kingdom saying that the Scots must be ruled by English laws which they wouldn't agree to.

James' lack of advisors
this caused James to take a more prominent part in governement after Salisbury's death in 1612, being his own secretary and setting up a commision to run the treasury - these both failed.

Growth of faction in court
factions divided by foreign policy - some favoured peace with Spain, others saw Spain as a threat and wanted more hostility or even war.

Failure of 1614 parlaiment
As a result of the divisions between the two sides - the pro-Spain group included the Howards. It resulted in nothing being achieved at the Addled Parliament of 2 months, because of the divisions within the Council.

What else happened at the 1614 parliament?
Many courtiers didn't want a parliament which stopped royal generosity so leaked information. One MP was expelled for corrupt electoral practices. Unconciliatory mood as they moved on to talk about impositions, wanting to make them illegal.

How did the 1614 parliament end?
parliament started discussing the Scottish favourites.' This angered James who had only called parliament hoping for a grant. He told the Spanish ambassador that the H of C was 'disorderly' and 'a body without a head.'He gained nothing only 'abuse.'
