cause and consequence of poverty, sick couldn't work couldn't afford treatment so got more sick. National insurance scheme 1911 applied to workers earning less than 160 a year. only insured worker got this family didn't benefit

obvious cause of poverty. national insurance (part 2) only covered unemployed for some workers in some industries and required contributions from workers, employers and the government. didn't do much for the unemployed
