head of COPS, comes up with the idea because he was tying to adapt to invasion, he had a lot of support, cops used as a reason for terror, saw virtue in terror (cleansing of nation), he was a pacifist and didn't start it, could end it but choses not

not being 100% behind the revolution made you guilty of treason of the nation. undermines the revolution so people wanted to get rid of this problem if enough CR lived would spread ideas, normal people killed ordered by COPS

religious differences

vendee, didn't like changes to the church, didn't benefit from nationalisation of the churches land bourgeoisie bought it and rent went up, didn't like conscription, made example of vendee order from cops

outbreak of war

not a huge support for war in France because of conscription. if anyone fought against conscription they were seen as not wanting to fight for the revolution so murdered. military justice caused terror and it came from robespierre
