700 in Rio, housing 17% of cities population. Started in 50's on steep slopes, built out of anything they could find, wood, plastic, metal, corrugate iron.

Favela Barrio project started in 1995, involves 253,000 in 73 favelas, $300 funding from central and local gov and inter-american development bank, aimed to improve facilities. Due to world cup and olympics (2016), favelas cleared of drug gangs
