aim was to be truely meritocratic and it was based on selection. all schools woud have same funding but selection based on performance on 11+.

1960s - Comprehensive Education
aimed to abolish selection and be meritocratic, students would attend schools according to their catchment area.

education reform act was introduced, schools were given greater freedom to opt out of local education authority control. parentocracy, formula funding, open enrollment, national curriculum, ofsted and league tables.
