Collectivistic cultures do what is best for society as a whole rather than themselves. Interdependence and cooperation are important for the stability of the group. They are more likely to be obedient. E.g. China or India.

Thomas Blass (1999) conducted a full review of obedience analysing research 35 years after Milgram's first experiments. His data shows that individualistic cultures are less obedient.

90 volts, teacher 1 says "I don't know about this", teacher 1 is prompted by experimenter, but refuses to continue. Teacher 2 is asked to continue.

What was the results of Burger's study?
#1 - 70% of participants had to be stopped before attempting to continue past 150 colts. Milgram has 82.5% at this. #2 - 63.3% went to continue after 150 volts. Little difference between genders.

Time and changes in society's culture did not have an effect on the level of obedience demonstrated by participants, nor did the refusal of the confederate.
