Triple Intervention
R, F & G made Japan return LDP to China, and then R took over LDP in 1898. This caused huge resentment and proved J were still inferior to the world powers.

Boxer Rebellion
Russia sent troops to China, then Japan did the same. Russia would not leave Manchuria when promised in 1903, which caused tension.

Anglo-Japanese Treaty
1902. Alliance with the agreement that if Japan was in conflict with Russia and another country entered into it, then Britain would fight alongside Japan.

Russia underestimated Japan
They did not believe Japan would go to war with Russia as they believed they were too powerful to compete against. They thought that they would win and so entered into a war willingly.

Slow negotiations
Russia were very slow at coming to decisions, leading Japan to be very suspicous of their actions, therefore tension rose and force was used, resulting in war being declared on Russia.
