Because he took controll of the army on 1916 and every failure was blamed on him and the workers started revolting then the order was given to fire on civillians and on the way back from the frount his train was stopped outside of petrograd,abdicated

August 1917 and it led to the Bolsheviks being armed to deffend petrograd as there were no loyal troops and the weapons that would be used in the revolution.
