How do Urban areas affect Lag Time and Peak Discharge?

In urban areas, much of the soil is covered with man-made impermeable materials like concrete. Water can't infiltrate into the soil, which increases SRO, so water flows more quickly into the river- Lag Time is short and Peak Discharge is increases.
