Why was the Labour Party so slow to develop?
The existing parties were popular with working classes, many workers not interested in politics, government had treated unions well, Labour happy to work with Liberals.

The Labour Representative Committee (LRC) was formed. It's aim was to get as many Labour MPs into Parliament as possible.
