All seriousaccidents and injuries that result in an employee needing more than seven days off work (including non-working days).

It should still be reported becasue next time it happens things might not work out as well.

a joiner cuts his finger off using a cicular saw, a plumber takes a week off aftera splinter in her hand has become infected. A ground operative contracts leptospirosis etc.

What is the purposeof RIDDOR
Enable the HSE to investigate serious incidents and collate statistical data. the information given is to help reduce the number of similar accidnets happening in future and to make the workplace safer.

What happens to minor accidents?
They are not reported to the HSE but records are kept. Accidents must be kept in an Accident book . this provides record of what happened and is useful for future reference. this can also show trends which could make the employer make changes.
