Sweeden in 1955 the government ignored a 86% vote against moving from driving on the left side of the road to the right side. They're resoning for this was economic issues with neighbouring countries, it was easier to change the other side

Good because they are an expression of the public opinion. They are good at creating new issues for the political agenda

can come up with non issues, they are restrictive especially because they are ony a yes or no answer

Most of the budget is already constricted by all the referendum outcomes amking it difficult for governers
