Early 19th century - few people would go outwith a few miles of where born - limited communication. 5% who COULD vote where wealthy land owners and only had the choice of two parties - Liberals and Tories

Before 1851 Britain not democratic - first reform act 1832 extended franchise but only 5% could vote . Corruption/bribery because no secret ballot. By 1928 all male and female ratepayers could vote and privately - 1872 Ballot act.

Pressure Groups (least important, no evidence to suggest they wouldn't have gone ahead without them), industrial revolution, changing political attitudes, political advantage

coexisting created a climate where change was the only viable option. HOWEVER, popular pressure was least important. Economic and social effects of industrial revolution = most important because gave people ability to gain support, learn, voice.

Popular Pressure - Knowledge
Groups were forming to put pressure on the government to meet political demands. Reform League - 1865, extended franchise, secret ballot and election every 3 years.

Popular Pressure - Argument
Royden Harrison, Historian - popular pressure made giving into demands of pressure groups safer than not - Hyde park riots 1866. HOWEVER - reform act gave more than demands asked for. Suffragettes = looked irrational. NOT MOST IMPORTANT - GONE AHEAD
