Workers and soldiers sent representatives to form a soviet and look after their interests.

A temporary government. They run the country until they could hold elections for a new government and decided how to run the country in the future.

- The PG decided to continue the war (with the approval of the PS)
- Nobody wanted to be defeated by the Germans and they knew they would be made to pay a heavy price if they lost
