Ronald Reagan 1981-89
Championed Montreal Protocol in 1988, which US Senate unanimously ratified. Was described as weak in his enforcement of anti-pollution enforcement, keen for private industry to exploit land and resources (e.g. mining).

George H.W. Bush 1989-93
Speech at Rio Earth Summit 1992- positive for globan action. USA signed and ratified Rio Dec. and joined UNFCC, but not much more asked of USA. He challenged ideas that saving the planet caused economic loss.

Bill Clinton 1993-2001
Signed but did not ratify Kyoto Protocol (Congress did not approve), he voiced his strong support. He knew he wouldn't get it ratified but spoke in its favour regardless, highlighted the importance of developing states.

George W Bush 2001-2009
He withdrew support for the Kyoto Protocol, but did implement a national plan to reduce carbon emissionsby 18%, and US emissions did slow during his administaration.

Barack Obama 2009-2017
Negotiated Copenhagen Accord in 2009, was criticised for negotiating with BASIC countries, but no dice. Campaigned to reverse Bush's rejection of the Kyoto Protocol. Nationally successful, Clean Power Plan- limit on carbon pollution.

Trump 2017-
Pledged to withdraw US funding from UN climate change rojects and 'cancel' Paris Agreement. Withdrew in June 2017, said he would negotiate new climate deal that would protect US economic interests.
