looks at police reactive time: the time to get to the scene of a crime. 25% at 999 calls, 75% doing other things. Severe budget cuts have prevented the police from doing their job properly e.g. 999 calls.

Koper (1995) - Hot Spot Policing

Koper found that each additional minute of time officers spent in a hot spot increased survival time by 23%. The "KOPER curve". police can reduce crime at hot spots by making random regular visits to hot spots.
