"Whose frown and wrinkled lip and sneer of cold command"
The sculptor could see the cruelty/meanness in Ozymandias' face and chiselled it into the statue. (SHOWS HIS ARROGANCE)

Ozymandias is so arrogant and cocky, he thinks he is above everyone, including God.
