Cabinet
The committee of senior ministers responsible for controlling government policy.

Minister
MP or peer who is promoted by the PM either to run a governmental department or to carry out a specific role for the government or the governing party.

Government Department
An administrative unit of the executive that is usually responsible for a particular area of policy.

Royal Prerogative
Constitutional principle that allows the PM to adopt the arbitrary powers which remain to the monarch. Include patronage, being commander-in-chief and negotiating foreign treaties.

Secondary Legislation
Much of the business of government is conducted using secondary or delegated legislation. These are orders made bu ministers which require relatively little parliamentary control.

Individual Responsibility
Principle that ministers are responsible to HOP for their personal conduct and that of their department.

Collective Responsibility
The principle that ministers must support cabinet decisions or resign from the government.

Presidentail Government
A system of government in which a single, directly elected chief executive governs. The executive branch is constitutionally separate from the legislature.
