What is the Doppler effect?
The change in the observed wavelength and frequency of the waves from a moving source due to the motion of the source relative to the observer

By observing dark lines in the spectra from distant galaxies. These dark lines are due to absorption of light in the source

That the galaxy is further away from us and the galaxy is moving away from us faster
