Claimed Edward made him his successor just before he died. English thought that this outweighted Edwards promise to William of Normandy. He also helped Edward rule England as he acted as a sub Regulus because his sister Edith was married to him

Why would Harold Godwineson be a good ruler
He was very rich and very powerful. He was a well respected in military leader people believe would be able to defend England. He said he was held prisoner and was forced to make the promise to back him in 1064.

Based on 2 promises – Edward the Confessor promised that William would be his successor as he protected by him from the Godwin family. Thr other was that Harold godwinson swore under oath to back him.

Why would William of Normandy be a good ruler
He had close trading and military links between Normandy and Wessex. His grandfathers sister Emma of Normandy had been the wife of two previously kings of England aethelred and Cnut. He had the support of thr pope -head of church

Not a very good Relationship with Edward bc he was illegitimate. English customs - so throne went to Harold godwineson.

Viking king cnut promised English throne to his father but he never ennforced the claim.

He was a successful ruler of Norway for 20 years, he was a feared warrior had the support of tostig and a belief that descendants of Viking families in north of England would support him
