Weimar Germans voted for a party. Each party was allocated the same amount of seats in the Riechstag as the amount of people that voted for it.

The Riechstag (parliament) was full of tiny parties, none with enough votes to get a majority.

In an emergency the president did not need to consult the Reichstag.

it did not state what an 'emergency' was so this made it easier for Hitler to come into power
