Summarise the findings of Broken Windows
Crime flourishes where social control breaks down. Deviant behaviour is prevented by a reaction from the wider community, if there is not reaction social order breaks down, leading to more crime, once crime is allowed it flourishes

Why does Murray argue that the crime rate is increasing?
Because of a growing underclass who are defined by their deviant behaviour and fail to socialise their children correctly. The underclass is a result of welfare dependency.

It assumes that individuals have free will and the power to reason

Ron Clarke argues that the decision to commit crime is a choice based on a rational calculation of the consequences. If the perceived rewards outweigh the costs, then people are more likely to offend

The offenders' rationality and how far they make cost benefit calculations before committing a crime. This fails to explain most violent crime

Criticism - How does RR contradict itself?
The view that criminals are rational actors freely choosing crime conflicts with the view that behaviour is determined by biology and socailisation.

Criticism - What can zero tolerance policing lead to?
Displacement of crime to other areas and it gives police free reign to discriminate against ethnic minority youths, the homeless etc.
