The Global Commons
The ‘Global Commons’ refers to resource domains or areas that lie outside of the political reach of any one nation State. International law identifies four global commons: Atmosphere, High seas, Antarctica, and Outer space

Role of World Health Organisation (WHO)
WHO produces global guidelines for air quality, particularly exposure limits (e.g. critical thresholds)
-It collects evidence of the linkages between pollutants and health outcomes
-WHO names air pollution as the “biggest environmental risk to health”

Development of CLRTAP
-Established in 1979 to regulate SO2 emissions and acid rain
-In 1999 it adopted the “Gothenburg Protocol to Abate Acidification, Eutrophication and Ground-Level Ozone”. This took on a multi-pollutant strategy aiming to reduce emissions

Kuznet's Curve of air pollution and health
According to the Kuznets curve, economic progress initially causes environmental degradation, but after a certain degree of economic growth, a society's relationship with the environment improves and levels of environmental degradation decrease
