The "Agarian Law Reform" was a moderate technique of spreading out land whilst not creating uproar with the large land owners. Villages were encouraged to hold "struggle" meetings.

What were the problems?
The "struggle" meetings often turned into killings of the wealthy land owners. 750,000 - 1,000,000 land owners & their families were killed. The reaction was mixed however the main reaction of the peasants was positive.

The effects
40% of the cultivated land was redistributed and 60% of the population benefited. By 1952 land reform was complete and it had transformed China. The old ruling elite were eliminated and many peasants were now in favour of the new regime.
