They revealed the young, fertile population which was actively reproducing in urban areas.Urban growth rate was the problem. Epidemics could be pinpointed due to death records and push health reform.

Chadwick criticised water companies and vested interests. Attacked inadequacy of sewerage systems. Proved that vested interests,environment and death were connected.

Why was the supply of clean water and effective sanitation so slow to be realised?
Civil engineering in infancy so difficult for adequate sewerage systems to be put in place. Many companies collected contaminated water. Property holders reluctant to pay up.

Why were further Public Health Acts necessary?
the second one was to divide the powers that the General Board of health had. The third was to codify and consolidate the Public Health Acts; to make them compulsory.

Why was the Sanitary Act necessary in 1866?
John Simon's report gave advice and spoke of him working within a permissive framework. The act was a way for the government to begin to direct public health reform and make it compulsory to implement certain measures.
