Economic sanctions= ineffective without USA. Br/Fr more concerned with domestic policy= didn't want to send troops off around the world. Arms sales weren't banned as Japan may have retaliated. They wanted an ally against Germany.

It had defeated Italy in 1896- revenge. Near other Italian territory. Mus. wanted a great empire. Had seen Jpn get away with it.
