The arms race, both Russia and America wanted Nuclear weapons and spent billions in gaining them. Soviet farming was poor which made them import food from the West. The communist government was corrupt which prevented people from good living standard

He released political prisoners, Free speech was introduced, the military was now optional.

New freedom and openness, it allowed people things such as freedom of speech which allowed the Soviet Union to be more democratic.
