Why did highway robbery develop?
Guns became cheaper/easier to get. There was no police force to track down highway robbers. Coaching became big business which meant more people were travelling through the roads daily. Horses became cheaper. There was lots of open land to operate on

Why did highway robbery decline?
Road patrols were set up around major cities. High rewards were offered for the capture of highwaymen. People used banks more often and so were no carrying as much money. Open land was used to build on.. Taverns used by highwaymen were closed down.
