Local Government - council of the north
council of the north oversees the defence of northern counties, vulnerable to attack from scotland. Henry Percy, a yorkist in charge, he was loyal but killed in northern tax rebellion, thomas howard took over from Percy.

Henry appointed Jasper to govern Wales and around 1483 he revived council by appointing his 7 year old son arthur, as prince of wales. he rewarded them by trusting them to see to their own affairs. henry govered directly and indirectly

Henry was lord of Ireland, only in the English pale was where the kings authority really fell, everything he did in Ireland never took full effect.

JP'S and sherrifs
JP's were appointed annually and it was voluntary. given more power in Henry's reign, more important than sheriffs. worked OK relative law and order. sheriffs were police offers, not paid but given titles. experiencied military which worried henry

the council played a crucial role in government of the country. 3 main functions: advise the king, to oversee the implemention of royal policy, to arbitrate in those cases where the common law could or would not deliver justice

Henry himself regurlaly attended meetngs of the council, normally only consulted 6 or 7 trusted + close advisors. important function was to act as the link between king + central government

Privy Council
Was divided into sub commitee's, the most famous being COUNCIL LEARNED LAW, it was set up in 1495 to defend king's position as feudal landlord, to protect his interests as owner of all crown lands, ensuring his was given all fedual dues owed to him

Parliment
used as a way to collect money, acts of parliment were passed concerning the responsiblities of justice of the peace and social disipline. he summoned 5 great councils between 1487-1502
