An evacuation plan can be put into place. Emergency services can prepare shelter, food supplies and medical help.

A volcano can be predicted by: a satellite, which monitors for the change in the volcanos surface. Thermal heat sensors to detect the change in the volcanoes surface. Gas-tapping bottles which measure the amount of radon and sulphur dioxide.

Buildings cannot be designed to with stand the extreme temperatures of the lava flow. Therefore people just need to evacuate their houses.
