The delay caused crime. The delay was caused by communication systems not functioning since major roads blocked by rubble and electricity shut off. Lots of air traffic and congestion over who was leading the aid as well as priorities.

Problems solved such as street lights and shelters made (made out of concrete and should've been tents - more effective).6 months later, 98% rubble not cleared. Cholera outbreak and by 2011, 5,899 people had died
