Party congress elected representatives to CC, around 70 members and supposed to be leading body of party.

Five men elected from Central Committee who essentially ran the party, Lenin was the chairman. Politburo ultimately governed Russia.

Each town in Russia run by local soviet (council of workers) elected by the people.

All Russia Congress of Soviets
Local soviet elect one representative to send to national soviet, Russia's equivalent of a government.

The Sovnarkom
Led by Lenin, was a government institution formed shortly after the October Revolution in 1917. Created in the Russian Republic the council laid foundations in restructuring the country to form the Soviet Union.
