War still going, Glado want withdraw but convinced to stay by lord ripon. GB now responsible for Afghan defence. 1885 Russians appeared to be mounting an attack expecting usually non agg glado but he stood firm got rus to back down via inter law.

GB Africa under threat from expanding FR +GER. countries gathered at conference = GB's position guranteed and german expansion stopped- started scramble for Africa

India- Lord Ripons Ilbert BIll 1883
propsed elite native can sit in juries but opposition from GB public, against a Indian determining a Britsh Persons faith. Indians saw it as patronising- Bill rejected.
