They were given a 'Social Compensation fee' so were fined part of their income

What were the effects of the OCP?
•It prevented 400 million births •the fertility rate dropped from 2.9 in 1979 to 1.8 in 2009 • Rural areas: were allowed a second child if; 1st was a girl, disability- needed to work on farms

Yes, because it slowed down the increase in population = more resources and fewer used
