European Union was created by Treaty on European Union (or Maastricht Treaty) which came into force on 1 November 1993.

6. What is Treaty on the Functioning of the European Union (TFEU)?
Has its roots in EEC Treaty (often referred to as Treaty of Rome) which was signed in 1957. Principal aim was to create European Economic Community (EEC) for original 6 Treaty signatories.
