Prior to 1970's both gender and ethnicity had been ignored in relation to crime. But in 1972 a CJS investigation discovered that black ethnic minority groups were more law abiding than the general population.

Bradford, most asian families were poor and lived in the inner city, so should commit crime. But Izzat stops them from doing so, but small groups are still rebelling.
