What is meant by statistical infrequency?
'abnormality' woud refer to any behaviour that is not seen very often in society

What is meant by failure to function adequately?
If a person is not functioning in a way that enables them to function independantly in society they are 'dysunctional'. eg OCD, unpredictable behaviour, irrational behaviour
