Cornwall's economy relied on tin-mining but production had declined in the fifteenth century by about 50%. 1496 he suspended privileges of the Stannaries

What rights to the subsidy infringe on?
Edward I had granted the Stannary Parliament the right to exempt Cornish citizens from fifteenth and tenths. The subsidy ignored this right.
