Congress role in advancing African American rights after the civil war.
Progressed civil rights during the reconstruction era. Radical republicans out forward a programme that would not be equalled until the 1960s.

Little action taken because of the power of the Southern Democrats who were given back control of Southern racial policy. After the Hayes-Tilden compromise federal troops left the South ending reconstruction.

Southern members of congress acted as a barrier to reforms in civil rights until the 1960s. However, the wave of sympathy following Kennedy's assassination led to more support for what were seen as his ideals.

The Suprem Court in the 1890s
Played a major role in supporting racial discrimination and segregation, when it ruled that Louisiana was not acting against the constitution in the discriminating on its railroads (Plessy v. Ferguson)

The Supreme Court by 1944
1954 Brown v. Board of Education declared segregate education illegal. Other rulings against segregation: interstate bus travel 1960, supporting busing 1971, opposing employment discrimination 1971.
