Promise of freedom of speech, establishment of a Duma and no new laws allowed without consent of the Duma

Why did the October Manifesto not work?
The voting system was unfair as the rich had more influence, the Duma had little influence over the Tsar and new laws, the first 2 Dumas dismissed for demanding reform and further changes excluded socialists
