sorry about that i just went through it myself and realised that i clicked on gas to be the right answer instead of fuel

Biogas is a fuel, but as the name implies, it is also a gas (at room temperature).  Therefore, considering that you have not specified a temperature, that question is ambiguous; you should choose one answer and stick with it, rather than having two that are perfectly correct.  It's like saying:

"Complete the sentence: Water is a ___."

Water is a drink, and water is a liquid (at room temperature).  I have not specified any temperature, so both statements could be true.
