He claims that all suffering should be given moral worth

Yes, he believes that both are important and if we disregard the importance of animal suffering, we become speciesist

What would utilitarians say about animal testing?
They would think that the Hedonic Calculus should be applied to every situation and by using this, we would be able to work out if the action is right or wrong. Therefore, they believe that all suffering and happiness must be taken into account
