Designed to test literacy skills of applicants; did not have to be able to read and write in English. Passing these tests was dependent on knowledge of American history and geography.

Reduced immigration from Eastern and Southern Europe to 3% of the 1910 Census. Exceptions made for professionals e.g. nurses, artists. No restrictions on Canadian or Latin American immigrants.

Reduced immigration from Eastern and Southern Europe to 2% of the 1890 Census. Prevented immigration from China and Japan.
