What are the climates like in some developing countries?

Focus on producing agricultural products such as crops as they have the climate for it rather than focusing on industry.

They have to ration it so that enough can be filtered to the crops to ensure that they grow

How does this support dependency?
Because peru is therefore dependant on the West for business and if a company no long wanted asparagus the country would hugely loose business
