AC1.1- Describe law making process
- The government first publishes green paper outlining plans for bill and seeks advice and comments from affected people and organisations
- Minister and department consider comments and publish white paper outlining new ideas for the Bill
- Parliamentary draftsmen use white paper to write Bill
Bill to act process:
- First reading: Formal introduction of Bill into house of commons/lords
- Second reading: Main debate on Bill's principals
- Committee stage: Clause-by-Clause consideration of Bill by committee
- Report stage: Reviewed by the house it started in. Amendments will either be accepted or rejcted
- Third reading: Final debate on Bill: Repeat of process in separate house
- Royal Assent: Monarch Approves. Now an Act of Parliament
Judicial Processes- Role of Judges:
- An adversial system, judges act as referee's
- Basic role is to uphold and interpret national law
- Ensures the jury understands the evidence and the issues
- Will advise the jury on process, explain their duties
- Deal with any points of law yet to be decided
