Why was unification unlikely at this point?

  • there were 39 states which were each controlled by separate leaders
  • their paliament (The Diet) had very little power
  • there was a difference in people's languages and cultures making the country not seem that united
  • the two big dominating countries, Austria and Prussia, couldn't agree with each other
  • the north and south had religious differences, both looked to either Austria (for catholic beliefs) or Prussia (protestants)
  • aristocracy had a big influence in the army and civil servants
  • wasn't much industry

Zollverein:
