Why was unification unlikely at this point?
- there were 39 states which were each controlled by separate leaders
- their paliament (The Diet) had very little power
- there was a difference in people's languages and cultures making the country not seem that united
- the two big dominating countries, Austria and Prussia, couldn't agree with each other
- the north and south had religious differences, both looked to either Austria (for catholic beliefs) or Prussia (protestants)
- aristocracy had a big influence in the army and civil servants
- wasn't much industry
Zollverein:
- was originally the Prussian Customs Union founded in 1818
